Enable Bug Supervisor ACL for Mark As Duplicate

Stake holders have requested that marking a bug as duplicate be restricted to bug supervisor for a project or package.

As a maintainer of complex pieces of Ubuntu
I want to prevent inexperienced users marking a bug a duplicate of another
so that only the people who are qualified to make this assessment do so.

This is a sub-feature of the story being tracked at: LEP/DisableFilebugDuplicateSearchOption.

Rationale

Why now?

This has been requested through the stakeholders process. It was requested as part of the feature work to disable the file bug dupe finder. Also, noise in bugs continues to be a problem and it's believed this will alleviate some of the noise for a certain class of Ubuntu packages.

What value does this bring to users?

Users will not have their bugs marked as a duplicate incorrectly. Or, at least, the chance of this happening is greatly reduced since the people doing this will be better able to make this judgment.

Constraints and Requirements

There is some debate about this request. Some feel there is excessive noise in bugs as users incorrectly mark a bug a duplicate and developers must clean up this mess. Others feel setting this limit on who can mark a bug a duplicate prevents users from helping triage bugs.

One option is to make this configurable. However, that could lead to inconsistent user experience in a non-obvious way.

Must

We must provide a means for making the quality of bugs better, to prevent useless noise in bugs, and ensure bugs are correctly marked as duplicates.

Must not

Prevent users from being able to help triage bugs across the whole of Launchpad or create an inconsistent user experience.

Workflows

If this is ACL'ed to bug supervisor, then the "Mark as duplicate" link will not be visible for anyone other than those in the bug supervisor group for a package.

Other Thoughts

It might also be worth measuring how much noise is actually from user's incorrectly marking bugs as duplicate, especially since this part of the request is as yet unsettled.
