Harden bugs and teams
- Done: Footgun -- i.e. allowing people to preserve multi-tenant private bugs -- was unnecessary because we are adding a new "proprietary" bug type. The "private" bug type will become the "user-data" bug type. Curtis will send more about this to the launchpad-dev list.
